I stayed for 3 nights in Srinagar, and at that time the insurgency by local militants were quite, but, the presence of the para-military troops were every where. There was some pollution in the lake while I was there.
Kashmiris are very friendly people and easy going. If you want to experience the houseboat on the lake and the city of Srinagar, I suggest you fly from Jammu or Delhi. Stay away taking a bus from Jammu, which will take about 9 to 12 hours (with steep turns on the hills), also depending military security checks for militants. I took the bus and took extra hours into the following day because of nightfall. All the bus passengers stayed at a local hostel, somewhere 100 miles away from Srinagar, and troops were patrolling the streets.
